An attorney and member in good standing of the Quebec Bar since 2001, Jean-Mathieu Potvin's practice is focused on Canadian immigration, international mobility and citizenship law. In the realm of publication, Jean-Mathieu has maintained a blog on Canadian immigration developments. He has researched and delivered numerous studies and papers on issues of legal and cultural pluralism in the West, the Middle East and North Africa for international academic gatherings, government bodies and NGOs. In connection with these pursuits, he was awarded a Canadian Graduate Scholarship (SSHRC) and Doctoral Research Fellowship (FQRSC) in 2005.

Jean-Mathieu is an active member of the Canadian Bar Association and Quebec Immigration Lawyers Association (AQAADI). He holds a B.A. in Political Science from McGill University, a civil law degree (LL.B.) from University of Montréal as well as a Master of Laws (LL.M.) from the School of Oriental and African Studies, University of London (UK). Amir Radaii

Amir Radaii completed his diploma in paralegal technology at Collège Ahuntsic in 2015. He had previously obtained a bachelor's degree in French translation in 2004. After completing his internship at the Montreal Courthouse, he worked as a court interpreter. At the same time, he worked as a paralegal in corporate, commercial and immigration law. As part of his duties in immigration law, he coordinates the preparation of applications for temporary and permanent immigration to Canada and Canadian citizenship, in collaboration with the lawyer and clients, and follows up with the various ministries. He also conducts research on various legal and procedural issues and participates in the follow up of files.

Ihab A. Serour

  • Ihab grew up in a French school in Cairo, then got a BA in Economics/Pol.Sc.
    from the American University in Cairo; followed by a law degree (BCL/LLB) in
    Common and Civil Law – with a concentration in International Law - from
    McGill University in Montreal, Canada.
  • Ihab practiced Immigration, Refugees and Business law in Ottawa and in
    Montreal in Canada, then worked for 3 years at the Government of Canada
    as a Policy Advisor. Ihab then joined the United Nations, where he worked for
    around 9 years in various roles in UNHCR’s offices in Egypt, Jordan, Tunisia
    and Libya.
  •  Ihab is a dual Canadian/Egyptian citizen and is a member of the Law Society
    of Ontario, as well as the Canadian Bar Association.

Vincent Valaï, Esq.

Former Partner

Me Jean-Mathieu Potvin and Me Vincent Valaï worked closely together on many files until 2018. As an administrative judge employed by the Canadian government, Me Valaï no longer represents private clients.

A member of the Quebec Bar for over 20 years, Vincent Valaï practiced in the fields of Canadian business immigration, international mobility, litigation, compliance to economic sanctions, and international law.

He represented investors and entrepreneurs from the Middle East, Europe, Africa, and China under the Quebec, Federal, and Provincial Nominee immigration programs. Vincent advised businesses and universities on transfers of executives and professionals and labour market opinions. He also counselled on entries for business visitors, work permits exemptions, medical and criminal inadmissibility, and litigated at the Immigration appeal division and the Federal court.

Vincent contributed to a major change of policies in Canadian embassies resulting in family reunification. He aided in the adoption of the Freezing Assets of Corrupt Foreign Officials Act, resulting in freezing illicitly acquired assets.

Vincent also had the privilege of representing the family of Thomas Sankara, the former president of Burkina Faso who was killed in 1987. He served as the lead counsel of a team of dedicated international lawyers and brought the case to the United Nations Human Rights Committee alleging violations of the International Covenant on Civil and Political Rights. In 2006 the United Nations Human Rights Committee concluded that there had been violations of different sections of the ICCPR. This case is now an interesting and useful precedent for human rights advocates.

Vincent was an executive member of the Canadian Bar Association (International law -Québec section). He chaired the board of directors of non-profit organizations such as Action Réfugiés Montreal, PLAQ. He was also a board member of Centre Social d'aide aux Immigrants (CSAI) and Centre Khemara.
